Senate report: Two different leaks, with virus likely circulating as early as October 2019

A new Covid origins report released this past week by a subcommittee of the U.S. Senate Committee on Health, Education, Labor, and Pensions has concluded that the virus that causes Covid-19 was likely the result of two unintentional lab leaks in Wuhan and began circulating much earlier than previously thought, as early as late October 2019.
The report was published in conjunction with the Muddy Waters Group, Dr. Bob Kadlec, and the 117th GOP committee staff. U.S. Sen. Roger Marshall (R-Kansas), the ranking member of the Subcommittee on Primary Health and Retirement Security, called it a major development:
This report is a crucial development in getting to the bottom of Covid-19’s true origins and exposing the deception of those that sought to conceal how this pandemic started. A preponderance of evidence in this report suggests there were two separate unintentional lab leaks dating back to fall of 2019 in Wuhan, China, with significant evidence supporting that Covid-19 was a lab-created and altered virus.
Marshall said China has had every opportunity to disprove all of the reports surrounding the origins of Covid-19, but they have not and will not:
This report also concludes that the CCP [Chinese Communist Party] was responding to the coronavirus months before the rest of the world was even aware of its existence, yet China failed to inform the global community of the unfolding disaster. While today’s new report reaffirms much of my previously stated findings on Covid-19’s origins, we still need more transparency from the U.S. government—specifically the NIH [National Institutes of Health]—and China. We must also stop gain-of-function research until we can establish additional guardrails to make sure risky lethal research never leaks again.
For his part, the supposedly retired Dr. Anthony Fauci was still blathering on about the virus being a natural occurrence, this time to The New York Times:
If it’s not an engineered virus, what actually leaked from the lab? If it wasn’t an engineered virus, somebody went out into the field, got infected, came back to the lab and then spread it out to other people. That ain’t a lab leak, strictly speaking. That’s a natural occurrence.
Yeah, strictly speaking. This is almost too absurd to comment upon, but thankfully Richard Ebright, the Board of Governors Professor of Chemistry and Chemical Biology at Rutgers, did anyway in this tweet:

Meanwhile, the 300-page Senate report was the culmination of findings and research conducted for more than two years. And what it underscores is 1) the accumulation of evidence virtually rules out any chance the virus emerged from a wet market; 2) it was circulating much earlier than previously thought, and among the earliest falling ill were researchers from the Wuhan Institute of Virology; 3) patent applications since 2018 demonstrate that the Wuhan lab was furiously trying to remediate safety issues within the lab, bolstering a U.S. government assessment that the lab was unsafe; and 4) the Chinese military was working on a Covid-19 vaccine before the world knew the virus existed.
Let’s look at these one by one.
